As I can see in package on .de mirror, this file does not contain any
lines with Tcl code, only whitespaces and comments:

cd /usr/lib/tcltk/sqlite3 and re-run this command

I think that this may solve the problem.

As I mentioned before, this command should be executed in
/usr/lib/tcltk/sqlite3 .

I have the same problem under root without sudo and under user with
sudo.
