… and when smtpd_delay_reject is set, the suggestions in the
documentation cause it to be treated (falsely) like a recipient
restriction.

I think when I wrote the bug report, I simply said to myself: this
should be in smtpd_sender_restrictions by default, and if the admin
wants something else, s/he will know what to do.

Therefore my suggestion is simply to change the documentation
accordingly.
