Please ask on -devel, I think there's enough information in the bugreport to point out what exactly the problem is. Basically, your package should just build with dpkg-buildpackage, and you should make your package have a correct debian/control (NOT generated at build time, never!), and invoke module-assistant or whatever needed in debian/rules. Alternatively, let the user build the modules they want.
