The soname *does* have changed in AqBanking 3 (the one in experimental),
so the new aqbanking-tool source package is intended to replace the
packages provided by current AqBanking 2. Not a single package name of
aqbanking-tool collides with the package names provided by AqBanking 3:

And all packages but the conflicting ones libaqbanking16-dev and
libaqbanking20-dev will be installable in parallel. So I really see no
problem here.

I assume you compared the package with current libaqbanking available in
unstable though...
