don't be misled by this header -- if you look inside the postscript file, you'll see that this is for one standard part of the postscript generation and not for the postscript file or the contents of the document. There are plenty of examples of boilerplate like this all over the archive. More substantively, the document in question appears to be a preprint of Eugene W. Myers, "An O(ND) difference algorithm and its variations", Algorithmica, 1986, 1(1-4), 251-266. http://dx.doi.org/10.1007/BF01840446 I can't comment on whether distribution of preprints was permitted by that journal in 1986, but there are many ps and pdf versions of this preprint floating around on the internet. It would be highly unlikely that derivative works were encouraged or permitted by the journal or that the source code for an article from 1986 still exists and can be rerendered using today's tools. No. A 0.9.1 release doesn't really help us here -- you need to prepare a 0.8+dfsg-1 upload to unstable with a new .orig.tar.gz that omits the ps file alter the built system since you will no longer include the ps file in the binary package.
