that is a good question, especially as Cabal has less to do (i.e. only
consider installed packages).

If we can isolate the problem nicely, I’ll be happy to discuss this
with upstream.

I’d hate to see a build-depends on "cabal". cabal really should not be
a requisite to building packages, being a downloader and what not, and
it just shouldn’t be necessary :-(

Maybe the flag assignment works as well.
