The outstanding RC bugs in pandas are preventing testing migration of
python-geopandas which now correctly depends on python-pandas (#814938).

Since the support for BE platforms is not likely to arrive in the near
future, can we ignore the test failures on these architectures until then?

That will allow us to close these RC bugs and get pandas and its reverse
dependencies into testing.

My builds of pandas on the porterboxes show that most test cases fail on
those architectures, so it's not a matter of disabling a few problematic
test cases as is already done for specific Python versions.
