Yes, just like with the previous version (I did not change my config
file), for which there was no failure.

Support was planned. Hasn't this changed yet?

In the upgrade, there were no signs of differences of behavior
between the old and the new version (no NEWS.Debian announcement
in particular).

Moreover, the default config file contains:

# get the time constraint from a well-known HTTPS site
#constraints from "https://www.google.com/";

so that the contraints option seems to be valid.
