Actually its not ps, its libsystemd that is pulling this dependency in. ps
is linked to libsystemd which is in /lib and
$ ldd /lib/x86_64-linux-gnu/libsystemd.so | grep usr
liblz4.so.1 => /usr/lib/x86_64-linux-gnu/liblz4.so.1 (0x00007fa2cf300000)

There is also this on the systemd bug

I am not sure at this point where to go, but it is either intentional or a
bug, but its not ps' bug.
