That's the expected setup.  No problem.  In short, there is no
difference for OpenRC with and without sysvinit-core.  At present in
Debian, sysvinit-core is the most viable option.

Traditionally, OpenRC is only a service manager, which need to be
started by some pid 1 process, like sysvinit.
