No dnssec-trigger has  been leaving configuration files all over the
place.

I think I've found more of the configuration file installation
locations and fixed them to point to /etc/dnssec-trigger/, but now I'm
encountering the segfault while installing, that caused Axel Beckert to
open this bug so I'm having trouble testing all the fixes.

I did a bit of test driven development, wrote tests for config files in
/etc/, made sure it failed, then fixed the paths, and made sure the
tests pass -- at least when running in autopkgtest.

But I'd like to find the segfault before making another release.
