Debian build servers are unable to build the latest Debian package of pcp
uploaded to repositories: 5.0.2-1 [1]. As a consequence, pcp and it's
dependencies cockpit and freedombox are at threat of being removed from Debian
testing on January 10, 2020 [2].

This is due to incorrect invocation of dh_python2 which is no longer available
on these build machines. This can be fixed by

 * Conditionally invoking dh_python2 such as by if test -x /usr/bin/dh_python2;
then dh_python2 -a --package $(pcp_python2); fi in debian/rules. This may have
unintended effects on machines with dh_python2 installed but configured not to
build python2.

 * Completely dropping support for Python2 in control.master, control.python2,
rules, and fixcontrol.master
