The copyright file for ibm-3270 says:

"Copyrights on x3270 are a work in progress and any assistance
in clarifying them would be appreciated."

but there's no active bug about some issues.

Particularly, "public use" needs clarification:

"Copyright 1989 by Georgia Tech Research Corporation, Atlanta, GA 30332.
All Rights Reserved. GTRC hereby grants public use of this software."
