Have you read the manpage? 

If you have configured proxy in your apt.conf, you don't need to think
about it, but If you are configuring your proxy with HTTP_PROXY
variable set, you need to set SOAP_USE_PROXY=on.

.48 and .58 have very different architecture and use completely
different servers. They aren't related.
