Indeed so.  There are options that I consider unacceptable.

Normally I would rank such options below FD and be done with it,
because I felt that failing to make a decision would be worse than
that decision.

But in this case we really desperately need to move on.  Hence the
presence of GR.  If the TC really is deadlocked, then GR ought to win.

So I intend to vote
  [acceptable options], GR, FD, [unacceptable options]
I don't expect many TC members to vote FD above GR.  So when we do the
vote (and don't try to cancel it) I expect a result, even if it's only GR.
