I think the current situation (where one person in a position of power decides the rules don't apply to them) is extremely problematic. Regardless of whether I think the dpkg maintainer is right in this dispute (and I am inclined towards that position), I think the way he has chosen to prove his point is not acceptable. It fails ยง3 of the code of conduct ("Be collaborative"). Ignoring a ruling of the TC and just doing your own damn thing is not conducive to solving the problem. This, to me, is not acceptable. It fails the "Our Users" bit of the "Our priorities" in the social contract. Using user pressure to override a technical committee decision that was taken, even if I may disagree with the merit of that decision, is not acceptable to me. Telling users to do one thing when the rest of the project has decided to do another thing is *not acceptable*. Regardless of who you are. You may think that the decision is wrong. That's fair. You are given the option to express that opinion before this committee. If you don't immediately have time to express that opinion, then you may request more time. If you think there are other options possible but you need time to write code to express those other options, then that's fine too and you can say so. But remaining silent and then just dropping a bomb like this is not acceptable, in my opinion, and silly songs don't change that.
