If a package has gotten very stale, and nobody has taken up maintainence, isn't that a pretty good indication that nobody is using it anyhow?
What about taking packages like that and removing the binary .deb, but leave the last source package in the archive... there should be a way through some interface such as "aptitude" or a web page to find it by searching, perhaps. But this only for software deemed worth a read of the source code or potentially useful in real life. We must admit: there is plenty of cruft in the archive.
