This strikes me as a good idea, unless someone has a legit reason to include an empty documentations file in a package. So speak up if you do. Maybe a zero length TODO could be considered to have some implied meaning, but I've seen zero length everything including AUTHORS and README and NEWS.

Hi Joey.
Thanks for all the things debhelper does right for me.
I get lintian warnings for empty files in /usr/share/doc (e.g. TODO which will
sometimes be filled by upstream, sometimes be empty). It would be cool to have
debhelper (optionally?) discard those when they lack content.
