As a user, you install tk7.6 or whatever; on the other hand a package maintainer, having first determined that his program will work with any version of Tk, can simply depend on wish. One assumes someone maintaining a package that depends on Tk will be familiar with it to at least that extent. Although it would clearly be better to have more obvious names, and tk-interpreter seems like a perfectly good one, it is not terribly important for virtual packages to have obvious names.
