I was not objecting to the conclusion but to the reasoning. I agree that
it would be a "nice" thing to have some self-contained subsets like
required+important. Just that every installation method (horizontal
or not) should always take Dependencies into account. Of course by
changing some priorities a little bit we can achieve to satisfy some
dependencies more easily for some subsets of packages.

I think libraries should not need priorities (or they need them much less
than ordinary program packages). So if they have more or less priority, I
really don't mind. Go ahead.
