Currently only a very small number of packages using the deprecated /etc/hotplug.d/ interface is left. Keeping hotplug.d/ support is both a waste of resources on every system (multiple programs needs to be run for every event, even if they are not needed) and makes the transition from hotplug to something+udev much harder (see the current coldplug thread on debian-devel). The alternative is for packages to install in /etc/udev/ a file containing RUN rules. Packages cannot support both interfaces at the same time, or they would receive the hotplug events two times when using udev.
