Very easy (if using alacarte). Not possible if using the barebones menu
editor (the one you get with gnome-core, don't know the application's name)

I think the following question is also relevant:

"Can the system administrator edit system-wide menus for all users?"
(add/remove Debian menu hierarchy)

A: AFAIK not (in GNOME) currently, even when using alacarte
(see http://bugzilla.gnome.org/show_bug.cgi?id=372861). I believe the only
way currently is editing /etc/xdg/menus/ manually.
