I can only speculate this might be the influence of your day job; but down here he have not fully abrogated package quality on a fuller range of architectures, and not yet cast away quality of implementation for the ease of use for novices. It is not enough for people to just not stand in the way of other people trying to fix their packages; Developers should still be expected to have an active hand in improving the quality of software they maintain, to the best of their abilities.
