This is a very classical case of circular dependencies, similar to what
used to be in GConf.

The solution is to merge both packages. If there is really something
that requires splitting, put the .so currently in cli-uno-bridge in
libuno-cppuhelper1.0-cil, in a private directory, and put a symlink to
the canonical place in libuno-cppuhelper1.0-cil.

Doesn’t look unfixable to me.
