I would guess that this is essentially the stuff in
/usr/doc/libc6/README.Xfree3.2.linuxthreads.gz, but I don't know for
sure.

We do pass the only runtime test I know:

  #include <stdio.h>
  #include <X11/Intrinsic.h>

  int main(int argc, char **argv) {
    printf("Xt thread safe: %d\n", (int) XtToolkitThreadInitialize());
    return 0;
  }

  $ gcc -Wall -o testx testx.c -L/usr/X11R6/lib -lX11 -lXt
  $ testx
  Xt thread safe: 1
