It wouldn't, because not all required or important packages actually have the correct priority. For instance, insserv has priority optional but is a dependency of sysv-rc which is required. In general, switching to xz compression by default will make it impossible to debootstrap testing/unstable if the host system does not have the xzcat command, because often packages become part of the base system without further notice.
