I think we need another setup for this. Autopkgtests may destroy their
environment (and might need more than a chroot) so they cannot be fully
tested in our current piuparts.d.o setup.
FWIW, most of the packages don't need anything more than a chroot.
Out of 116 packages that have DEP-8 tests, only 2 declare the
breaks-testbed restrictions. (And, AFAICS, even the two with
breaks-testbed don't currently need stronger isolation.)
