Re: tmpfiles: There is already a bug for extracting tmpfiles.d handling from dh_installsystemd and put it in a separate helper for unrelated reasons (see #944478). Improvements/ideas welcome on #944478. Re: sysusers: I am happy to implement a helper for that as well assuming there is consensus that this is a better approach over adduser. Just file a wishlist bug with instructions on what that helper is supposed to do and how the maintscript should look.
