How do you build -m32 support into GCC without installing any i386 glibc
packages?

In Fedora, we have a magic glibc32 package for that, which is built on
x86-64, but provides i386 binaries.

Similarly, Debian has the aforementioned gcc-multilib that depends on libc6-dev-i386:amd64 and is needed for -m32. The original email though talked about removing the i386 arch while keeping gcc-multilib:amd64.
