It is "easy" to not go for anubis/haphash for ci.debian.net because we are in full control of the application source code. And to be truthful, in the middle of the crisis I did try anubis but gave up because I didn't manage to make it actually solve the problem (probably my fault). For other services (e.g. salsa) where we can't realistically make non-trivial changes to the code, that's a lot more difficult. I also agree that PoW is not a great solution for a terrible problem, but sometimes it's all we have.
