The messages mention the precise version numbers of the hitherto
installed and the replacing package, so the indefinite article is
redundant.  Here is what I propose:

msgid "downgrading %.250s from %.250s to %.250s."
msgstr ""
"Version %2$.250s des Paketes %1$.250s wird durch ältere Version %3$.250s "
"ersetzt."

msgid "Will not downgrade %.250s from version %.250s to %.250s, skipping.\n"
msgstr ""
"Version %2$.250s des Paketes %1$.250s wird nicht durch ältere Version "
"%3$.250s ersetzt, Paket wird übergangen.\n"
