Without having looked at it closely I'm inclined to say it is a
autoconf bug. -fstack-protector isn't implemented on mips gcc, and
without[1] noexec page support it makes not too much sense to implement
it.

[1] The MIPS SmartMIPS ASE defines an executable bit, but this is for
    now bound to that ASE, which is only used in smartcards.
