Good news!I just implemented option #2: language admins can now activate user accounts from the 'general user list' screen [1]. If you have any issue with this feature or if you'd like to get language admin permissions for you language, please let me know.
The next step will be to work on option #3, the SSO authentication. I have no ETA for this yet.
