I think, the best would be to rename the file in a Debian-specific patch, yes. Don't know, if there is some documentation specifically about this. I guess, that upstream probably uses Weblate for translation, a web-based service, where translators can do translation work simply via a webbrowser. I also saw that zh_Hant notation there. Probably the use of Weblate is not that common currently, so that may be the reason, why you don't find that issue in the archive yet.
