There is a problem with this.
DFSG use word "software" which have several meanings. Because DFSG does
not specify which particular meaning it use, there is a way to speculate.
I think Debian should close this hole. There are 2 possibilities:
1. Define software as everything which Debian distributes.
2. Define software as programs.
After one can propose update to DFSG and/or SC, to reflect changes which
happen around (GFDL appearance).
