Debian has had some concerns about the license of your file,
Makefile.in.in, designed for gettext but widely used in other programs.
(e.g.
http://sources.debian.net/src/gtk%2B2.0/2.24.10-2/po-properties/Makefile.in.in/)

Essentially, the problems with the license were that modification rights
were not expressly granted, "GNU Public License" is vague and the last
sentence ("Please note that the actual code is *not* freely available.")
doesn't seem to make sense at all.

As far as I can tell, your license is similar to the ISC license:
