if there is no license for the payload binaries, it does not make any
sense to distribute the other code in contrib.
Not only Debian, but also any user needs a license to use and share the
binaries. Debian does not wish to encourage illegal use.
Debian does not distribute software without a proper license, even not
in contrib or non-free.

they cannot be shipped in main. However, they could be shipped in
non-free as long as there is a license that allows their distribution.
Traditionally I believe that we would then want the main tool to go into
contrib, if it doesn't provide any use beyond handling things from
non-free. I don't think Debian actively enforce this policy after the
non-free-firmware vote though (cf, iucode-tool), but I suggest to
consider placing mtkclient in contrib if it is packaged.
