Yours is the kind of topic that appears over there on occasion. Those
who might respond are experienced Users who have been helping others
for years. In addition, that list is regularly monitored by Developers
who are looking to get a jump on fixing reported issues before they
even become bugs. That list was made to provide insight into where to
point you once you post a detailed query about the issues you've
experienced.
Regarding this current list, "Helping newbie developers" is its
description on its own homepage. Debian-Mentors' focus is to assist
tech folks who are creating and updating, i.e. "maintaining," the
software packages that help Debian run.
