In that case, use fakechroot, it may be enough for you.

Alternatively use qemu or user-mode-linux to create an entire emulated
machine over which the user has complete control. On recent hardware
this can be fast enough for regular use.

You have already mentioned zero-install. It works outside the
packaging system and provides a solution for some users as well.
