I use parse th version from dpkg-changelog (adapt from you) and update
get-orig-source: for check a new upstream release (Debian policy).

In debian/copyright:
Apahce-1.1, license text from mod_geoip.c
debian/* use GPL-2+

 It's clearly for me, I target to experimental (with apache 2.4).
