In many situations the work is indeed done by the maintainer but there are some folks don't do sponsoring but only co-maintenance. The person doing the signing and uploading is obviously responsible for what gets into the archive and what doesn't. Some say they should adopt/RM the package when it gets orphaned. Some say pinging the maintainer is a good idea if they have RC bugs or become inactive. Some say you should develop relationships with your sponsees. Some say you should be a teacher for your sponsees; tell them about the Debian SC, packaging, the BTS, the release process etc. Some say you should not do one-shot sponsoring. Some say you should aim to make them DDs/DMs ASAP so you can stop sponsoring them and get them to sponsor more people. Some years ago we did a bunch of brainstorming and came up with some metrics people might like to use.
