I think that one of the things that an AM should be looking for is
how well an NM can find out how to do things on his/her own.

But anyways, all essential (or extremely useful) knowledge for
Developers should probably be linked from http://www.debian.org/devel/
(and/or from Policy, Developer's Reference or New Maintainer's Guide).
