The whole point of keeping menu policy separate was so that it would
be easy to modify without all the overhead of making formal policy
changes.  I'm a little perturbed that we seem to have lost that.

I second this proposal.  In fact, I will second ANY proposal to add
ANYTHING to the menu heirarchy, no matter how stupid, just to help get
it beyond the needs-seconds stage and into the discussion stage, which
is where I think these proposals should start!  (Much like virtual
package names, which is what the menu policy was supposed to be
modelled on.)
