Those VMs are machines.  They're not owned by the individual developers
(quite obviously), so they're owned by Debian.  The DSA delegation you
sent less than two weeks ago include:

- Setting up and administering Debian-owned machines, ensuring that they
  are kept secure, operational, and running.

so it's quite clear to me at least than any VMs owned by Debian falls
under that umbrella.

Separately, given how upset you got after having a request to add a
member to the DSA team Cc-ed to debian-project, I think you're
completely out of bounds when you're informing DSA (and others) that
you're working on setting up parallel infrastructure by mailing
debian-devel-announce.
