They're not owned by the individual developers (quite obviously), so they're owned by Debian. The DSA delegation you sent less than two weeks ago include: - Setting up and administering Debian-owned machines, ensuring that they are kept secure, operational, and running. so it's quite clear to me at least than any VMs owned by Debian falls under that umbrella.
