basically because sometimes it makes sense to have packages on github
(or gitlab, ...), close (or even within) upstream repositories.

While they could be mirrored to salsa, it wouldn't make sense, as this
would be a read only mirror.

Also salsa's CI runner is still missing resources, so right now it also
makes sense not to migrate everything there - travis is happily giving
resources out for free.
