First thing is to find a Debian contributor who is willing to do the work. Then, please notice that soundconverter hasn't seen upstream action for eight years, so you might have a chance to use the package from Debian 12.
If you want to do the work yourself, you can first build a package that works for you and then ask for a review of your work.
If we fail to satisfy your requests, you might ask for a full refund of all what you have ever paid to use Debian.
