gnome-applets is already decrufted, gnome-panel is blocked on 
command-runner-applet:

The question then is: are you requesting the removal of command-runner-applet
just from testing, or also from sid? If the latter you need to file a bug
against ftp.debian.org. For the former, we'll look at it if it blocks the
transition, but that won't help with the old binaries. That may not be a blocker
for testing migration though.
