Reported in Bug#989488.

libtrilinos-ml-dev may appear to behave incorrectly ih
libtrilinos-aztecoo-dev is not installed, giving errors like
/usr/include/trilinos/ml_aztec_utils.h:28:10: fatal error: az_aztec.h: No such
file or directory

trilinos does not have its own tests, but debci tests of dependent
packages have passed.
