Please unblock package manpages-l10n

[ Reason ]
manpages-l10n contains (translated) man pages for > 100 source
packages. Upstream prepared a new version which contained many
updated and improved man page translations. In case a string is
not translated, the current english text is shown (due to po4a).

This package does not contain any binary/programme.

[ Impact ]
Some translations had errors (which have been fixed) and many strings
and man pages are now translated, giving non native users a better
experience when reading (localized) man pages. For example, many more
openssh pages are now available in German.

[ Tests ]
Upstream (I'm part of upstream) runs nightly builds of all man pages
in all languages, checking for (build) errors. Furthermore upstream
regularly reviews (where possible) incoming translations. Also more
users started reporting typos in the recent months (at least for
German).

[ Risks ]
This is a leaf and documentation package, servicing our users speaking
languages different from English.

[ Other info ]
Today a problem with the upgrade path for users using buster backports
was discovered (see #989799). We are currently working on the proper
fix. At the moment it looks like the fix will require another upload to
debian backports. If possible, I would like to use 4.10.0-1 to
backport (once accepted in stable) and deploying the fix there,
instead of basing the fix on 4.9.3-3.

Also I did not enable Czech and Danish, since we are in a deep freeze.
Both would introduce new (binary) packages. (Both are new in upstream
in this release).
