And is only a problem on arm64 because we only ensure installability on amd64 and arm64 for arch:all packages (unless hinted).
The full (relevant bit) of the migration excuse is: depends: arch_all_not_installable: - armel - armhf - ppc64el - s390x verdict: REJECTED_PERMANENTLY
This is probably a red herring, as the problem is arm64 which isn't listed. This field is used in the DependsPolicy (IIRC) to communicate to the AutopkgtestPolicy that the tests should be run because the arch:all packages aren't installable (and that's allowed on those arches).
